Nineteen of Medvedev's twenty-one championships have been won on hardcourt
A resurgent Medvedev secured his maiden title for nearly 30 months with a win over Frenchman Moutet in the tournament final.
The Russian, a ex- top-ranked player, has endured a difficult year, winning just a single victory at the major tournaments and experiencing a meltdown at the US Open.
His unpredictability on the professional circuit - and struggles with his serve in especial - resulted in him exiting of the world's top 10 and eventually parting ways with long-time coach Gilles Cervara.
Now training with Johansson and Rohan Goetzke, he has steadily progressed in the recent weeks - culminating in a tightly fought competitive triumph over Frenchman Moutet.
It is his first trophy after the Rome competition and maiden on a hardcourt from that period of the previous year.
Success also signifies the Russian has achieved 21 championships at 21 different events.
"It's the first time I have attended a tournament with my two daughters together, so to secure a championship is especially meaningful," stated ranked player Medvedev.
"This championship is in dedication of my child Victoria, because the first title I achieved when my first daughter my daughter was born was for her."
The athlete, the past champion, had been defeated in his previous six championship matches, including in the German tournament in the past months.
Medvedev's counter-punching strategy and frequent outbursts on court had prompted some to question if his capacity to play at the top level was finished.
But the 29-year-old has altered his approach in the past month, attempting to approach the net and perform aggressively, backed up by an better serving game.
The champion fought back from a break down in the opening set against the tricky Frenchman, winning 4 of the concluding five games to take the lead.
The competitors exchanged breaks in the following set before Moutet, striving for his initial ATP Tour title, gained dominance to force a final set.
The opponent saved four initial chances in a close third set before the Russian broke to 15 to serve for the match.
Suitably, he clinched the title with a point at the net area, with the Frenchman failing to control a shot after a lengthy match.
